Clicking on that link will take the individual to a page where there
is something that looks a lot like a new message for email does.
One only has to fill in the title for the Myspace bulletins and
insert the messages into the body where it asks. By clicking "Post"
at the bottom, the bulletin has been posted and it can now be viewed
by their friends.
